Hurricanes and tornados are both cyclones. Any rotating storm above 45 mph is considered a cyclone. Hurricanes occur over water, then move onto land sometimes, but are much wider than tornados. If tornados occur over water, they are called waterspouts. Check the NWS site for more info.
