Is it ok to use soap operas to promote feminism in non-Western countries?

Using soap operas to promote Feminism in non-Western countries does sound like subversive propaganda which is used as a weapon to influence their minds. I would rather that they take up a straight-forward approach and leave it to the natives to adopt/adapt/reject it rather than these maneuvers that sound like covert operations.
