After exercise when my heart rate goes up to 165-170 my heart rate stays elevated. Should I be concerned?

your just not fit .you can be very healthy but still unfit .fitness is usually measured on how fast you heart rate reduces after excursion .unfit people can take anwhere between 5 to 10 minutes to recover fit people recover in about 2
