Why would a police officer shoot a chained-up watchdog over water ballons?

That pretty much sums it up!! Only, in the State of Texas the dog would have been found dead with a gun in his paws, and the owner would have committed suicide after becoming distraught over the death of his dog, and Texas doesn't draw chalk lines anymore, they just take a picture or video tape it for after hours training.
